Armenia: State support programme for affordable housing for families in border settlements, 2022-2025.

The Armenian authorities are considering the expansion of a low-cost housing programme for families in border settlements.

A meeting was held under the leadership of Prime Minister Nikol Pashinyan to discuss the implementation of the state support programme for affordable housing for families in border settlements of the Republic of Armenia for 2022-2025.

Deputy Minister of Labour and Social Affairs David Khachatryan stated that as of 1 May, the number of transactions amounted to 2,254, the Prime Minister’s press service reported.

The meeting discussed the current and future continuity of the programme. In particular, they discussed the definition of new criteria for participation in the programme, the definition of targets in accordance with these criteria, as well as the possibility of integrating other groups with housing problems into the programme.

In relation to the above, the Prime Minister has ordered a study to be carried out and information to be provided on potential beneficiaries who meet the newly established criteria.

In June 2022, the Government approved the programme of state support for the provision of affordable housing for families in the border settlements of the Republic of Armenia for 2022-2024. The Government later extended the state programme to provide affordable housing for families in the border settlements of Armenia for another year, until 31st December, 2025.

Under the programme, a beneficiary who has obtained a mortgage loan from a partner bank or credit organisation for the construction of a single dwelling in a rural border area will be supported by a government grant to repay the monthly principal and interest on the mortgage loan. Support is provided for the repayment of the principal amount of a mortgage loan of up to 16 million drams in some villages in the Tavush region, for example, Baganis, Berkaber, Kirants, Voskepar and up to 21 million drams in Gomk in the Vayots Dzor region. There is an interest rate of up to 13%. The term of the loan is up to 20 years and no initial payment is required.

Spouses who are registered with the Civil Status Acts Registration Agency and of whom at least one is a citizen of the Republic of Armenia may apply to participate in the programme (without age limit and regardless of the fact of having a child).

You must own land or an unfinished building in a border village. A building permit and an approved project are also required. There is an obligation to live in the house once it has been built.
