The framework will help to increase citizens’ trust in socially-orientated CSOs, as well as promoting their transparency and openness.

In 2025, the Law on Non-Profit Organisations will be 30 years old. In honour of this, Olga Zanko, Deputy Chairman of the State Duma Committee for the Development of Civil Society, proposed to elaborate a Concept for the development of socially-oriented non-profit organisations in the Russian Federation until 2030. In her opinion, the concept could become the basis for further strengthening the role of CSOs in society and the state.
In addition, the document may contain solutions to several key challenges, including:
- increasing citizens’ trust in socially-oriented non-profit organisations through combating fraud, promoting openness and transparency of CSO activities and verification of their materials on the Internet;
- improving support measures for CSOs, including the development of assistance for information and digital security, as well as simplified reporting;
- strengthening the international activities of Russian non-profit organisations, including human rights, cultural, humanitarian and information spheres;
- development of mechanisms for creating and maintaining registers of so-called CSOs, as well as the envisaged support measures;
- improving legislative regulation in the field of CSOs;
- additional support for CSOs that unite defenders of the Fatherland, and more.
“The adoption of the Concept for the Development of Socially-Oriented CSOs until 2030 will be an important step towards creating favourable conditions for the further development of the non-profit sector. This document will help strengthen civil society, increase citizens’ trust in CSOs, and strengthen their role in addressing key social issues. When creating the concept, it is important to hold broad discussions in the regions and municipalities with the public themselves. We are ready to assist in this,” Zanko said.
