Medvedyev signs a decree to support NGOs

At the moment,
socially-oriented NGOs can receive office space as part of the government
support scheme. A government decree stipulates the rules as to the types of
federal property that can be donated or leased to NGOs.

Property types
include government non-residential property free from third party ownership,
unless property rights of NGOs apply. Rosimushestvo is the government body to
be responsible for deciding which properties can be included in the list.
Properties will be donated to NGOs free of rental charge or at a discounted
rent (50% market rate), for five years. NGOs will not be able to sell or donate
these properties to private individuals, although they will retain the right to
terminate the lease early.
