Duma Bill to tidy up legislation on CSOs
The State Duma to recommend adopting a bill on second reading that would bring nine federal laws in line with the Russian Federation’s Civil Code

The bill relates to legislation affecting CSOs, charitable work and civil society organisations.
This was announced by Yana Lantratova, Chair of the State Duma Committee on Civil Society Development and Issues Relating to Public and Religious Associations, at their meeting on 9 February. The second reading of the legislative text is scheduled to take place on 12 February.
According to its Explanatory Note, the text removes duplication of and inconsistencies between regulations, as well as doing away with outdated organisational and legal structures of CSOs, including public charities and non-profit partnerships. It is proposed that their regulation be brought into line with common standards enshrined in the Federation’s Civil Code.
The session was attended by Tatyana Moskalkova, the Federation’s Human Rights Commissioner, members of the Ministries of Justice, Economic Development and Finance, together with leading non-profit organisations.
The meeting also discussed the results of the Commissioner’s review, which was presented to the Duma on 28 January. A draft resolution was prepared based on the report’s findings, which the Committee agreed to submit to the chamber for its consideration. A roadmap will subsequently be drawn up to implement the report’s recommendations.
