Duma promotes CSOs upholding traditional family values
The goals of charitable and voluntary activities to be enhanced by the strengthening of traditional family values

The relevant Bill was submitted to the State Duma in February and was adopted at second and third readings on 23 July.
At a plenary session held on 23 July, the Russian State Duma passed a Bill that amends the law “On charitable activities and volunteerism (volunteering)”.
The Bill’s author is Olga Zanko, Deputy Chair of the Duma Committee on the Development of Civil Society. Under the Bill, charitable and volunteer activities will be regarded as a means of supporting, strengthening and protecting families and large families, as well as preserving traditional family values and promoting the institution of marriage. Those taking part in such work will be eligible to receive support measures from the State.
“Volunteers will be eligible for VAT-free payment for communication services, as well as reimbursed for travelling expenses and the temporary use of premises and equipment for volunteer projects. CSOs will also be entitled to financial, asset and information support. Businesses will be able to donate money for this purpose and receive tax concessions”, said Zanko.
