Federation Council approves Law on Social Support for Orphans in Places of Detention

The amendments enlarge the list of offenders who receive free food, clothing, hygiene items and communal services

Elena Mizulina, member of the Federation Council’s Committee for Constitutional Law and State-building commented that the law in practice nudges orphans towards studying and planning their future, in other words, towards positive life choices.

The list is intended to include orphans and children without parental support who receive in places of detention primary and secondary education according to programmes for qualified workers. It also includes students who receive state funded professional training or follow part-time higher education courses, as well as children who lose one or both parents while getting professional training during a prison term.
