On 4 September, the Uzbek President, Shavkat Mirziyoyev, gave a presentation outlining measures designed to enhance the primary healthcare sector and introducing a health insurance system.
The Head of State underscored the need to strengthen primary healthcare to improve health outcomes, facilitate early disease detection and ensure effective treatment. He also stressed the importance of a phased implementation of health reforms, including a detailed analysis of the needs of the Uzbek people, particularly those living in remote areas.
State medical insurance is another element in the reform of the healthcare sector and work on this is already underway.
There are plans to roll out the State medical insurance programme from 1 October in Tashkent and Syrdarya region, and extended to the Republic of Karakalpakstan from 1 January next year.
To this end, Electronic Polyclinic and Electronic Hospital information systems will be introduced by the end of 2024 with medical staff given training in their use. Institutions will be provided with the necessary technological upgrades and network infrastructure.
A key feature of the new medical insurance system is its emphasis on results-based financing. Medicines and pharmaceuticals covered under the plan will be financed from the State budget, with no additional fees charged to patients.
The new system is planned to be introduced in other Uzbek regions by the end of 2026.
