Civic Chamber report on the state of civil society for 2024
The annual Russian Federation’s Civic Chamber report on the state of civil society for 2024 has been published

The document captures and analyses the most relevant trends in the development of civil society during the year.
A public discussion of the Civic Chamber’s draft report was held at the Community Forum’s final meeting of the year in Moscow. During the plenary session, thematic sections of the text were presented by members of expert Civic Chamber committees who also sit on the inter-commission working group preparing the draft report.
During the discussions, Community Forum participants were given the opportunity of contributing to the draft report. Experts and Russian citizens had a month in which they could send their suggestions to the Chamber. More than 100 proposals were received, some of which were reflected in the report.
The main sections of the final version cover the principal activities of civil society in 2024:
Chapter 1: Civil Society and the State: on the results of the rating exercise of the development of the third sector by the regions, together with performance rankings of regional civic chambers and civil society councils attached to federal executive authorities.
Chapter 2: Civil Society and the State: on public participation in the implementation of national development goals, as well as the aims, objectives and results of the Year of the Family in Russia.
Chapter 3: Public Oversight: on the work of the Civic Chamber’s Situation Centre during the Russian Presidential election.
Chapter 4: Public Control: on public control as a new standard for assessing the relationship between the State and civil society and issues related to the development of the role of civic councils attached to federal executive agencies, public scrutiny of regulatory legal acts and public inspections.
Chapter 5: Citizens’ Appeals: on the main topics and numbers of appeals and new approaches for dealing with them.
Chapter 6: Public Diplomacy: on issues of increasing cooperation with countries of the Global South, involving work on cultural and humanitarian issues.
The report concludes by saying “The Civic Chamber in 2025 will continue to monitor civil society in terms of satisfaction with the results of the implementation and achievement of national projects and development goals. It will also offer a platform for wide-ranging discussions involving representatives from the non-profit sector, as well as expert, professional and business communities, to come up with proposals for adjusting national projects and achieving agreed targets”.
