Ministry of Justice intends to ban ‘undesirable’ organisations from creating Russian legal entities

The Ministry of Justice noted that the legislation prohibits ‘undesirable’ organisations creating structural subdivisions, but does not impose a ban on the establishment of Russian legal entities.

The Ministry of Justice of the Russian Federation suggests imposing a ban on the creation of Russian legal entities by foreign and international organisations, the activities of which are considered ‘undesirable’ on Russian territory, according to a statement on the Ministry website. Notification of the beginning of the development of the draft law was published on the federal portal for draft laws and regulations. Public discussion on the preparation of a draft law will continue until 10 May.

The law on ‘undesirable’ organisations, adopted in May 2015, elicited criticism from Russian and international human rights communities. Currently, there are five NGOs which have been assigned the status of ‘undesirable organisations’: The National Democratic Institute for International Affairs, the Soros Foundation, the National Endowment for Democracy and the US-Russia Foundation for Economic Advancement and the Rule of Law.
