New procedure for recognising social enterprise status in Russia

develops procedure for assigning social enterprise status

The Ministry of Economic Development has
established a procedure by which small or medium-sized enterprises (SMEs) may be
recognised as social enterprises.
To enter this category, an application must be
made to the appropriate authorized regional body, and relevant documents
submitted. The list of documents required can be viewed in the decree published on the legal information Internet portal.
A special commission, together with another
authorized body, will decide on the status of the applicant within one month.
In the event of refusal, the entrepreneur may apply again.
In 2020, the list of social businesses will be
drawn up on 1 April and subsequently on 1 July. To be considered in April,
documents must be submitted by 1 March. Information about acknowledged social
entrepreneurs will be added to the SME register on 10 April 2020.
The Ministry of Economic Development also
announced that confirmation of documents received, and contact details for advice,
will appear on the relevant regional authority’s website, and on the official
websites of infrastructure organizations supporting SMEs, by 24 January.
The Law on Social Entrepreneurship was passed in 2019. That same year, the Our
Future Foundation released its Atlas of Social Entrepreneurship, which reflects the
experience of social entrepreneurs in the Astrakhan, Kaliningrad, Leningrad,
Moscow, Nizhny Novgorod, and Tyumen regions, the Perm province, the
Khanty-Mansi Autonomous Region – Ugra, and the republics of Komi, Tatarstan and
