Proposal to reduce barriers to employment of disabled people in Russia
The Russian Tripartite Commission supports the idea of increasing employment opportunities for people with disabilities

This initiative will contribute to the social and professional integration of people with disabilities in the labour market.
Following a recent meeting of the Russian Tripartite Commission (RTC) on the regulation of social and labour relations, the office of the Deputy Prime Minister Tatyana Golikova reported that the RTC was supportive of the idea of increasing employment opportunities for disabled people in the Russian Federation up until 2030. According to the Commission, it will remove the barriers faced by this social group when looking for work, the main ones being:
- The unsuitability of most workplaces for people with disabilities;
- A lack of a proper social and transport infrastructure which would enable people with disabilities to realise their employment potential;
- A reluctance on behalf of employers to hire disabled people due to difficulties in reorganising the workplace;
- The nature of the jobs on offer;
- Low levels of pay.
“Employers are reluctant to hire disabled people on a permanent basis. Despite the wide range of social support measures currently available in Russia, having a disability or another physical condition still has a negative impact on the competitiveness of people with disabilities, puts them at a disadvantage compared with other citizens and prevents them from being fully integrated in the labour market”, said a statement issued by Golikova’s office.
