Proposals for supporting socially-oriented NGOs

The Russian Federation’s (RF) Presidential Council on Human Rights and the Development of Civil Society have prepared a proposal for supporting socially oriented NGOs for submission to the Social Investment Forum

In September 2013 Vladimir Putin tasked the council with looking at the idea of the International Social Investment Forum including the voluntary sector in its agenda. At a session of the Presidential Council’s Permanent Committee on the Development of NGOs, which took place on 27 August, the council’s chair, Mikhail Fedotov, proposed that a draft submission on state assistance for socially oriented NGOs be considered within the forum. The council is currently drafting this.

The presidential council has set up a working group which together with the federal ministry of economic development and the Higher School of Economics is discussing further improvements to the taxation of socially oriented NGOs. Earlier, at a meeting between the first deputy chief executive of the presidential administration, Vyacheslav Volodina and council members, the question was raised of creating a differential system of tax reliefs for NGOs depending on the significance of their social activities.

It is planned that the council also create a working group together with the federal ministry of justice for improving the legislation affecting NGOs and its implementation.

The council is to hold a session in the Krasnoyarsk region in November. Members emphasised that this was one of the most problematic regions of the RF so that is just where one of the council’s regular regional meetings should take place. The Krasnoyarsk Governor’s Council for Co-operation on the Development of the Institutions of Civil Society and Human Rights is to be invited to take part in the meeting.

Also the presidential council will soon begin preparing for an interregional meeting to be attended by similar regional committees and councils for human rights for the purpose of exchanging experiences.
