The President of the Russian Federation has approved a list of directives following a sitting of the Council for the Implementation of State Demographic and Family Policy.
Vladimir Putin commissioned his Government to consider additional mortgage repayments for families into which four or more children are born. A sum of up to 450,000 roubles is to be provided by the State.
In addition, the Cabinet of Ministers will consider the possibility of reassigning funds within the Russian Maternity Certificate [referring here to the state healthcare provision for Russian mothers]. It is proposed to increase the amount allocated to legal, psychological, medical and social support for pregnant women who find themselves in difficult life situations.
Beyond this, a special section called ‘Goslugi.Semya, [Family]’ is to appear on the Goslugi portal, as well as a mobile app bearing the same name. The President ordered that information about additional support measures be made as accessible and understandable as possible for parents.
The Government, together with the Russian Union of Industrialists and Entrepreneurs (RSPP) and State Council committees, will examine successful corporate practices for supporting employees with children. The best ideas will be replicated across the country.
Regions and business are also being encouraged to be more proactive in including additional benefits for parents into collective contracts. Special attention should be given to childcare provision. The authorities have been tasked with assessing the actual demand for crèche groups for children up to three years of age, and to support the development of such institutions, including those in the private sector.
In addition, by 1 June this year, the Government, regions, the Central Bank, and the Financial Development Institute for Housing and Urban Environment (DOM.RF), must submit detailed proposals for improving existing housing programmes. Among the priorities are:
- Prioritising the improvement of living conditions for families with children up to seven years of age;
- A seamless transition from one State programme to another as the number of children increases;
- Developing preferential rental programmes for families who don’t own their own home.
The Ministry of Education and Science has been given a deadline of 1 September to come up with recommendations for measures that higher education institutions can take to create a comfortable environment for women who give birth during their studies.
