Russia to increase monthly allowance for care of disabled children

The allowance for care of children with disabilities, and for people with a Group 1 disability since childhood, will be almost doubled as of today.
Parents, guardians, and the guardians of children with disabilities and persons with a Group 1 disability since childhood will be eligible to receive benefits until the child’s 18th birthday. The amount they receive will increase from 5,500 roubles to 10,000 roubles, RIA Novosti reports. The pay-out is calculated alongside the disabled person’s pension.
Pensioners, the employed and those receiving unemployment benefit will not be entitled to a monthly payment since they already have income in the form of a salary, pension or benefits. However, the time devoted to providing care for a disabled child, or person with a Group 1 disability since childhood, is included in the caregiver’s insurance period, provided that he or she takes employment before or afterwards. The carer receives 1.8 pension points for each year of care.
People who are not parents, adoptive parents or guardians of children with disabilities, or of persons with a Group 1 disability from childhood, but still care for them, will continue to receive a benefit payment of 1,200 roubles.
The agency reports that care allowance is currently paid to 430,300 disabled children and people with a Group 1 disability from childhood. In 2019, the Pension Fund will pay out 49 billion roubles in total — an increase of 13.5 billion roubles.
