Russia’s Prime Minister, Mikhail Mishustin, issued this instruction following a meeting of the Chamber of the Russian Federation’s Council on 29 June, which focused on joint work being discussed between the Government and the Council to implement the objectives set out by Vladimir Putin.
The Ministries of Labour, Health and Finance are required to submit proposals to Government by 1 June next year. These must take into account the President’s directive to expand support measures based on the number of children, as well as increasing maternity capital payments according to the birth order of a child.
There is also a separate Order that covers access to federal social support measures following the birth of a child. The Ministries of Digital Development, Communications and Mass Media and Labour will ensure that applications for several such benefits can be submitted at the same time via the Gosuslugi website. The departments must report on the results of their deliberations by 1 February next year.
By 1 December this year, the Ministries of Economic Development, Labour, Finance, Digital Development and the Federal Tax Service, are required to examine the feasibility of providing additional economic incentives to employers who develop and implement corporate demographic standards in accordance with the recommendations of the Russian Tripartite Commission for the Regulation of Social and Labour Relations. This includes State-owned companies.
Furthermore, the Ministries of Science and Higher Education, Education and Rospobradzor must develop measures to improve federal education standards by 1 December. In particular, they will need to clarify the requirements for the implementation of educational programmes, depending on the specialism and area of study.
The full list of instructions has been published on the Government’s official website (government.ru/docs/59789).
