Alexander Bastrykin, Chair of the Russian Federation’s Investigative Committee (IC), has sent a letter to the State Duma in which he proposed introducing measures to ensure that the arrival and stay of foreign citizens in Russia are strictly monitored, including the use of a genomic registration system.

 

“The measures will include biometric procedures, fingerprinting, genomic registration, digital registration of the place of work and residence of those entering the country, and banning mass registration in so-called “rubber flats”, said the IC’s press office.

 

For those wishing to obtain a Russian passport, Bastrykin is proposing “to combine the application process with the individual being placed on the military register”.

 

In his letter, Bastrykin said that his suggestions would impose certain obligations on employers who want to recruit citizens from abroad.

 

  1. NB. The term “rubber flats” refers to properties divided into a large number of micro-apartments, each of which has its own owner.
