The State Duma’s Family Affairs Committee is working on a federal law on the work of women’s crisis shelters for those who find themselves in difficult life situations. It will return to this draft legislation during the autumn parliamentary session, reports Kommersant.
The Chair of the Committee Nina Ostanina explained that these centres depend mainly on donations and that the federal law will offer them State support and help to standardise their work.
Kommersant reported a quote from Ostanina that “The family should be the last place one would expect to see acts of sexual violence”.
A State Duma deputy Tatyana Butskaya said that one of the main problems is informing the public that such shelters exist. She has seen QR codes in rest rooms in Moscow shopping malls with messages such as “Beatings are not a sign of love” and “Don’t remain silent”. She explained that people can use these QR codes to find out the location of a crisis centre and suggested that their existence be publicised more widely.
