Russia’s orphans complain about lack of housing

Russian prosecutors receive record numbers of complaints from orphans on the lack of housing

When it comes to violations of young people’s rights in Russia, the biggest number of complaints received by prosecutors concerns the allocation of housing for orphans, said Alexander Kurennoy, an official spokesperson from the Federation’s Prosecutor General’s Office.

 

Statistics produced at the Prosecutor General’s 4th Open Forum on “Protecting future generations” revealed that prosecutors identified more than 11,000 violations of the rights of orphans to housing over a six-month period during the year, made more than 1,000 representations and lodged 339 objections against unlawful legal actions. 5,500 law suits were submitted to the courts which, in turn, have led to the launch of 21 criminal investigations, according to figures from the Prosecutor General’s Office.

 

According to the information agency, Novosti, Marina Zaitseva, Deputy Head of Profile Management at the Prosecutor General’s Office, has said that a lack of resources from local budgets is the main reason for a shortage of available housing at regional level. “The issue of providing accommodation for orphans remains a challenging one for most regions”, said Zaitseva who also pointed out that 166,500 people over the age of 18 had been registered on the housing list as at 1 June. Zaitseva went on to say that action taken by prosecutors had led to an increase in housing allocations in the Krasnoyarsk and Perm districts, the Bryansk oblast and other Russian regions.

 

According to Anna Kuznetsova, Russia’s Children’s Rights Commissioner, housing waiting times have increased across the country. In the Saratov oblast for example, those on the waiting lists decided to hold a raffle as a way of helping orphans to obtain housing. “Providing housing for orphans is not a game of chance but a basic human right that is enshrined in law”, she said.
