Russia: easier to aid new social institutions for elderly

Russia has simplified the procedure for obtaining financial aid for the creation of social institutions for the elderly.

It will become easier for regions to receive subsidies from the state.

On February 7, Prime Minister Mikhail Mishustin signed a decree simplifying the procedure of obtaining financial aid for the creation of social institutions. The document was published on the official website of the Russian Government.

 To simplify the process, the government decided to allow extensions to the submission of certain documents.

Thus, a certificate attesting to the ownership of a plot of land, a building permit or a state expert opinion on a project can now be provided after the state has agreed to financial support, but no later that July 1 of the year in which construction will begin.

Before that, it will suffice to apply for a subsidy and provide justification for the inclusion of the construction project in the state programme.

“The decision to shorten the time frame for concluding agreements will guarantee regions financial aid and will encourage them to prepare the necessary documents promptly. As a result, this will accelerate the start of the construction of homes for elderly people, including lonely pensioners and disabled people” the government declared.

The document amended the government decree of 15 April 2014, No. 296.
