Russian Government considers easing rules on equipment for the disabled

The draft law on simplifying the issue of rehabilitation funds for people with disabilities was sent to the Government of the Russian Federation

It is being proposed that that citizens will be able to receive technical means of rehabilitation not only at their place of registration, but also at their place of actual residence.

TASS, referencing the press service department, has reported that the Ministry of Labour has sent a draft law to the Government of the Russian Federation about simplifying the issue of rehabilitation funds for people with disabilities.

People can receive technical means of rehabilitation (TMR) not only at their place of registration, but also at their actual place of residence. Currently TMR is only accessible at the place of registration, as laid out in the government degree №240.

According to Anton Kotyakov, the Minister of Labour and Social Protection, the simplification of the process for obtaining TMR is especially important for citizens who have moved to another region or who are undergoing long-term treatment. Lin Nguyen, a lawyer for Perspektiva, has assessed the bill as being important and necessary.

The Ministry of Labour added that the previous rule regarding the provision of TMR at the place of registration was necessary to exclude simultaneous issuance in several regions of Russian. After the proposed amendments are adopted, people will be able to apply for rehabilitation funds at their nearest branch of the Social Insurance Fund (in Moscow this is the social protection authorities). The issuance of TMR will be controlled for the entire country by a unified accounting system.
