Russian regions most supportive of CSOs/NGOs

The Ministry of Economic Development names the top regions that support CSOs

The Ministry of Economic Development has compiled a list of Russian Federation entities that have been the most active in supporting the work of CSOs and social entrepreneurship.

The ratings for 2019, published on 1 October, were prepared by the Agency for Strategic Initiatives in order to promote new projects. Among the top regions that support SONGOs and social entrepreneurs in 2019 were Yamalo-Nenets Autonomous District, Khabarovsk District, Yaroslavl and Samara oblasts, the Republics of Tatarstan and Sakha, the city of Moscow and Tyumen oblast. The Khanty-Mansiysk District of Yugra was again in first place.

Ratings were given according to several criteria, in particular the number of SONGOs per 10,000 of population, their tax benefits and the share of regional budget settlements allocated as subsidies to CSOs.

Ratings were given in the following categories: Regional leaders; regions that aspire to be leaders; regions that receive medium levels of support; regions with the highest growth potential and taking the first steps to success.

“Regional leaders have great potential for developing support systems for CSO providers in the social sector. Systems have been developed unevenly at a regional level with major discrepancies apparent in the final ratings between the regions on individual criteria”, said Tatyana Ilyushnikova, Deputy Minister at the Ministry of Economic Development, in a statement posted on the Ministry’s website.
