Socially-oriented NGOs to help labour mobility?

Moscow 6 November 2014

The government has proposed that socially oriented NGOs (SONGOs) take on the new role of helping to improve labour mobility

The above proposal is contained in a Bill that the government has introduced into the State Duma (Parliament) of the Russian Federation (RF). It adds promotion of labour mobility to the list of activities that may be performed by SONGOs.

The website of the Cabinet of Ministers states that the current legislation provides no tax or budgetary incentives for organisations promoting workers’ mobility. The proposal will enable government and local government agencies to support SONGOs that are so engaged.

The Bill was considered and approved at a meeting of the government on 30 October 2014.
