The Ministry of Education together with the Ministry of Labour and the Ministry of Health should develop general requirements for children’s homes. The order was given at a meeting of the Russian government’s Council for Guardianship in the Social Sphere.

As stated in the meeting’s minutes, the Ministries of Education, Labour and Health, with the participation of the council’s members, should ‘prepare proposals to introduce changes to legislation aimed at unifying the requirements for organisations for orphans and children without parental care (with the exception of the division of these organisations into educational, medical and social services)’, TASS reported.

The deadline to prepare the document has been set for 1 May 2019.

Moreover, psychological services may also in the future be available at children’s homes. For this to happen, recommendations need to be developed for the organisation of their activities. The Ministries of Education, Science and Higher Education and Health will do this. The agencies will not only develop but also test methodological recommendations for the psychological support of orphans and children without parental care. According to the minutes, the deadline is 1 December 2020. These ministries, as well as the Ministry of Labour, also intend to provide a system of motivation for orphanage employees and quality controls for the work of staff.

Earlier the vice president of the Russian government, Tatiana Golikova, gave an order to the Federal Labour and Employment Service (Rostrud), the Federal Consumer Rights Service (Rospotrebnadzor) and the Federal Service for the Supervision of Public Health and Social Development (Roszdravnadzor) to review living conditions in psychoneurological residential facilities. Representatives of non-profit organisations have often talked about rights violations in such care facilities for adults at meetings of the council. The Ministries of Health and Labour should present their proposals to reform the system of such facilities in Russia by 1 March.
