Ukraine’s Cabinet of Ministers has adopted amendments to the procedures for the use of grants allocated for the introduction of measures to prevent and combat HIV/AIDS, tuberculosis and malaria in Ukraine, and has endorsed the relevant draft resolution.
This decision is aimed at improving the mechanisms for initiating programmes financed by the Global Fund to fight these diseases. In particular, the text of the resolution clarifies the approaches to programme implementation by the main executive agencies, as well as strengthening the coordinating role of the Ministry of Health. These changes will facilitate the effective planning and introduction of sustainable grant programmes to ensure continuity of care for patients.
Global Fund grants help Ukraine to ensure the continued provision of prevention, diagnosis and treatment of HIV and tuberculosis, particularly for patients from vulnerable groups and those who may no longer have access to healthcare services as a result of the war. Thanks to these programmes, patients can now receive the necessary treatment, testing, preventive services and help free of charge.
The adopted changes should help channel foreign aid more quickly and effectively to where it is needed most – in support of patients, healthcare services and public health programmes. They will also contribute to more efficient management of international resources and enhance the resilience of the healthcare system in light of the ongoing conflict and challenges to the public health sector.
Since 2003, the Global Fund has provided over one billion $US dollars in non-repayable financial assistance to implement HIV, tuberculosis and viral hepatitis programmes, as well as in response to the Covid pandemic. In particular, a new three-year grant of US$ 143 million has been allocated to Ukraine to cover the period from 2027 to 2029.
During the 79th session of the World Health Assembly, Health Minister Viktor Lyashko held a meeting with Global Fund representatives to discuss the fight against AIDS, tuberculosis and malaria, including future cooperation, support for the laboratory network, the development of disease control and prevention centres, and strengthening the State’s role in overseeing the sustainability of these initiatives.
