State Duma passes bills to protect traditional values
Statute prohibits publicising non-traditional sexual relations among adults and minors.
27.10.2022
Amendments to the law were passed at first reading to prohibit non-traditional sexual relations from being publicised. The Bill adds to the list of information that must not be divulged to children: publicising or demonstrating non-traditional sexual attitudes and/or preferences, as well as information that may encourage children to want to change gender.
The Bill also broadens the requirements on advertising. Adverts must not contain material that manifests non-traditional sexual attitudes or preferences. Films that promote non-traditional sexual attitudes will not be granted a distribution license.
Amendments to the Code of Administrative Offences have also been tabled that would make it an offence to fail to comply with the ban. A violation of the ban on publicising non-traditional sexual attitudes or preferences among people of any age would therefore incur a fine of up to 400,000 roubles for citizens, up to 800,000 roubles for officials, or for businesses, a fine of up to 5 million roubles or up to 90 days of temporary closure.
