The Duma also suggested asking the US Congress for a list of CSOs that have received funding from the US Agency for International Development.

On 11 February during a closed Parliamentary plenary session, a Duma deputy, Nikolai Kolomeytsev, proposed asking the Federation’s Justice Ministry to find out if Russian non-profit organisations have received funding from the US Agency for International Development (USAID). The speaker, Vyacheslav Volodin, agreed and instructed the Duma’s Security Committee to seek clarification from the US Congress.

USAID is an independent Government agency that provides assistance and support in the development of other countries and was founded back in 1961 by President John F Kennedy.

USAID operated in Russia from 1992 to 2012, financing the work of various Russian CSOs. The authorities later announced its closure, noting that the Agency’s activities had not always met the requirements of bilateral humanitarian cooperation.

In January this year, Donald Trump ordered a 90-day suspension of aid to other countries. This has mainly affected projects sponsored by USAID which the President has accused of being corrupt. The Agency has since suspended all its activities.
