At the Third International Scientific Conference on the Development of the Movement of Children, Artem Metelev, Chair of the Duma Committee on Youth Policy, announced that a bill aimed at the systematic prevention of bullying among children would be introduced in the Duma in the near future. He stated that this is “about educating people”, rather than a punitive measure.
“The bill is about creating an environment that doesn’t turn children into aggressors, for them to know what to do if they become victims, as well as enabling teachers to be prepared and respond effectively if bullying happens”, said Metelev.
According to Metelev, the Movement of the First will play a key role in building such a system. Its network of educational advisors, mentors and senior peers should form the basis for preventing bullying.
There are plans to create an integrated prevention system within a year, covering not only schools, but also children’s camps, boarding schools and other places where children stay.
Liberal Democratic Party Deputies have already announced that they intend to submit a bill to the Duma on administrative liability for bullying and cyberbullying, which will propose fines of up to 50,000 roubles for those guilty of such acts.
