Kyrgyzstan plans to introduce medical certification of transgender people

Kyrgyzstan’s Ministry of Health proposes to approve a regulation to introduce medical certification of transgender people which is now out for public consultation.
The aim of the regulation is to end discrimination against transgender and gender diverse people and to protect their right to healthcare and change of gender documents.
“The provisions on medical certification of transgender people when transitioning or adjusting their gender identity are needed to protect the rights of these citizens, to establish transparent and fair practices, and ensure their access to qualified medical care, social integration, education and employment”, said the Ministry of Health.
The proposal will also enable national legislation to be aligned with the recommendations of the WHO and other international organisations aimed at supporting the rights and health of transgender people.
The Ministry also stated that globally transgender people cannot obtain legal recognition of their gender status which means they don’t have the necessary identity documents, without which they cannot gain access to education or employment opportunities. Moreover, this social group faces discrimination and violence, as well as being unable to receive appropriate medical care.
The Ministry noted that Kyrgyzstan conducted its first formal assessment of the number of transgender people living in the country in 2020. The study concluded that the total was around 3,450.
