New documentation needed for migrant children to enter Russian schools
The Russian Federation’s Ministry of Education has proposed a new list of documents required for the admission of migrant children into Russian schools

The Novosti news agency has learnt of a new set of documents that will be required for the admission of migrant children into Russian schools.
Under the Ministry’s proposal, documents will not only need to confirm a child’s right of residency in the Russian Federation but also for that of his/her legal representative. Paperwork on dactyloscopic registration and confirmation that a child does not have any infectious illness that could pose a danger to others will also be required.
A child’s legal representative must have both a taxpayer identification and personal insurance number (PIN), with the child also needing to have a PIN. Identity documents will also be required, as well as the results of an assessment of a child’s knowledge of the Russian language.
According to Novosti, the document states that an education authority will refuse to consider any application that does not have the complete set of documents required under paragraph 26 of the Ministry’s proposal.
The Ministry’s recommendation does not apply to diplomatic officials of foreign States, or foreign citizens identified under the Presidential Order “On providing humanitarian support to persons who share traditional Russian spiritual and moral values”.
The Order listing the new set of required admission documents will come into force on 1 April and remain in force until 1 March next year.
