New rules for social contracts for those on low incomes in Russia

The government has approved a bill changing the rules for social contracts with those on low-income.

 

The document helps to form uniform requirements for the conditions and procedures for the allocation of social welfare.

Vladimir Gruzdev, the Chairman of the Board of the Association of Lawyers of Russia, noted that the bill unifies the requirements for the procedure of providing state social assistance to those on low incomes on the basis of a social contract.

 

A social contract differs from ordinary social benefits in that it is specifically drawn up for certain purposes. A person receives money, goods, and services from the state and must, for example, undergo training, find a job, or develop their own business. The rules proposed by the bill will make support fairer and more targeted.

 

“The initiative will make it possible to form uniform and understandable requirements for the conditions and procedures for the allocation of state social assistance, to provide conditions for improving the welfare of the poor”, Gruzdev explained.

 

The document authorises the government to approve the rules for the provision of state social assistance based on a social contract in a part not defined by the bill, makes it possible to apply for the appointment of assistance through State Services.
