Plans to establish a lower rate of insurance contributions for SONGOs

On 7 February, the Federation’s Presidential website published a list of directives approved by Vladimir Putin following a meeting of the Presidential Council for the Development of Civil Society and Human Rights held last December.

 

According to the text, the Russian Government has been tasked with considering the feasibility of establishing a permanent single lower rate of insurance contributions for SONGOs through a simplified taxation system.

 

The Council of Ministers has also been asked to discuss the possibility of increasing the threshold after which an organisation’s profits will be taxed from 1% to 3% of taxpayer’s revenue for the free transfer of assets to charities and SONGOs.

 

The Russian President also ordered the Council to consider the potential for exempting transactions involving the transfer of goods to charities from VAT.

 

In addition, Putin has instructed the Presidential Grants Fund for the Development of Civil Society to create a mechanism for increasing the transparency on the use of funds raised by CSOs for activities related to the protection of human and civil rights and freedoms. There is also a need to develop guidance regarding openness of information and public reporting by these organisations.
