Ministers recommended transferring people from social institutions to accompanied accommodation with NGOs and families.

The letter with recommendations for the regional authorities was signed by the Ministry of Labour, the Ministry of Education, the Ministry of Health and Rospotrebnadzor.

On April 5, three Federal ministries and Rospotrebnadzor signed a letter (available on and reviewed by the ASI) with recommendations for the coronavirus pandemic. In the near future it will be send to the authorities of the Russian Federation.

In the letter, Anton Kotyakov, Labour and Social Protection Minister, Mikhail Murashko, Health Minister, Sergei Kravtsov, Education Minister, and Anna Popova, Head of Rospotrebnadzor, recommended that the regional authorities appoint people who will personally monitor the situation in social service organisations and children’s homes. At the time of this adverse epidemiological situation, children and adults were recommended to be taken to accommodation provided by social service NGOs, to blood relatives or to parents and people with whom the wards have “stable person ties”. This is necessary to prevent the spread of COVID-19 in social services organisations.

Additionally there were recommendations relating to monitoring health in boarding schools and children’s homes. They should measure the children’s temperature twice a day, regularly conduct surveys about their health and, if it worsens, provide medical assistance. In order to reduce risks, they recommended restricting access to the institution to everyone except employees who work there, as well as local authority and NGO representatives. All visitors must be provided with masks, respirators, gloves and antiseptics.

The letter also had separate written recommendations for the heads of social organisations. They need to do everything to ensure the safety of the wards and employees. The wards were also recommended to organise psychological support, online communication with family and friends, and walks around the grounds, with all necessary security measures. Managers also need to confirm a list of NGO volunteers who had been visiting the wards prior to quarantine.
