Foreign CSOs to be placed on a special register

Individuals and legal entities can take part in the activities of a foreign or international CSO without risk of criminal prosecution, provided the organisation is on a formal register of their branch and representative offices.
This is the subject of a draft law that was submitted for its first reading to the State Duma Committee on the Development of Civil Society and Public and Religious Associations on 8h June and is likely to be discussed at their meeting on 20 June, according to Parlamentskaya Gazeta.
A group of deputies have also presented a Bill to the Duma to introduce criminal liability for participation in the work of CSOs that are not included on the appropriate register. The Bill will add a new Article to the Federation’s Criminal Code that allows the imposition of fines of between 100,000 and 200,000 roubles, or up to two years in prison, and the possible loss of the right to hold certain posts for five years for those who are repeatedly involved in the activities of an international CSO.
