Draft law on fostering debated
Hearings were held in the
Commission of the Public Chamber on Developing Charitable Work and Volunteering,
and the Commission on Culture and Protection of Historical Legacy, together with
the not for profit partner “Lawyers for Civil Society”.
Shortly, the State Duma will consider the draft bill
on fostering. The main novelty in the law is its Article 8, which provides for moral
incentives for foster parents – the beneficiary organisations can provide
unpaid services to foster parents in accordance with their statute.
Will that not lead to abuse and corruption, and thus discredit the very
concept of patronage? Is a separate law on fostering needed or could the law on
charitable activity not simply be amended? These topics were to be discussed by
members of the Public Chamber and government officials on 18 December.
