The Ministry of Economic Development report contains statistics on the dynamics of the development of volunteering, a review of the legal norms of regulations of volunteering, and also the results of financial and information support to the volunteer sector in the country.

The statistical data on which the report’s authors rely was provided by the Research Centre for Civil Society and the Not-For-Profit Sector of the National Research University of the Higher School of Economics, which carried out a national survey of the population. The report notes that in the last few years in Russia there has been stable growth in the number of people and organisations taking part in charitable activities. The report also notes that people are attracted to volunteering independently (69% of those surveyed) and via not-for-profit organisations (31%).

A whole chapter is dedicated to the impact of the ‘Year of the Volunteer’. According to the Ministry’s data, in 2018 more than 100 major events and promotions were held, amongst them the ‘Immortal Regiment’ national procession (in which more than 160,000 volunteers took part), the football World Cup (35,000 volunteers in 11 Russian cities) and the International Forum of Volunteers, in which 15,000 volunteers from every region of Russia took part.

The report’s text also mentions not-for-profit organisations, the work of which is based on volunteer activities, such as “Medical Volunteers” and search-and-rescue team “Lisa Alert” (the Ministry of Emergency Situations has signed an agreement of mutual cooperation with the latter).

In addition to the general report, the Ministry presented data about volunteering in 17 regions: the Altai region, the Altai Republic, Khakassia, Komi, Yamal-Nenets autonomous region, and also Arkhangelsk, Astrakhan, Bryansk, Vologda, Voronezh, Kaliningrad, Kaluga, Kostroma, Sverdlovsk, Sakhalin, Tver and Tyumen regions.
