Belarus Moves to Confiscate Property of Liquidated Parties and NGOs
The Belarusian government has submitted a draft law to the House of Representatives that defines the procedure for transferring the property of dissolved political parties and public organisations to state ownership, the lower chamber of the National Assembly reported.
According to the statement, the bill amends 53 existing laws to bring them in line with the Civil Procedure Code and the Civil Code.
Among other things, the draft law refines procedures for the reorganisation and liquidation of commercial companies, allows limited liability companies (LLCs) to operate on the basis of a model charter, and clarifies the rules governing the creation and dissolution of political parties and public associations, as well as the transfer of their remaining assets to the state after liquidation.
As of 31 October 2025, according to monitoring by the civil society group Lawtrend, at least 1,977 institutionalised non-profit organisations — including public associations, trade unions, political parties, foundations, NGOs, and associations — have been liquidated in Belarus since the post-election crackdown began in 2020.
