Commission for awards in human rights and charity

Composition of the commission for state awards to human rights defenders and philanthropists decided by the President

Once a year, the commission will be subject to a compulsory rotation.

Russian President Vladimir Putin has signed a decree on the establishment of a public commission to identify candidates for state awards for outstanding achievements in human rights and charitable activities. The document has been published on the presidential website. The commission’s main task will be to determine candidates for awards and present its decisions to the president.

The commission comprises the Secretary of the Civic Chamber Aleksandr Brechalov; Executive Director of the international organisation Fair Aid, Elizaveta Glinka; Diana Gurtskaya, President of the Board of Trustees of The Call of the Heart, an NGO to help blind and visually impaired children; Chair of the Perm region Civic Chamber’s commissions on social policy and public scrutiny Svetlana Denisova; the Kaluga region Human Rights Commissioner Yurii Zelnikov; Chair of the Stavropol region Civic Chamber Nikolai Kashurin; Moscow Human Rights Commissioner Tatyana Potyaeva; Chair of the Presidential Council for Civil Society and Human Rights (HRC) Mikhail Fedotov; and the Leningrad region Human Rights Commissioner Sergei Shabanov.

The Russian Human Rights Commissioner Tatyana Moskalkova was appointed Chair of the commission, and the Executive Secretary is the Chair of the Russian Red Cross, Raisa Lukuttsova.

State prizes for charitable and human rights achievements will be awarded to those who receive widespread public recognition for spearheading active and productive initiatives which protect human rights and civil liberties, strengthen civil society, create a culture of philanthropy and volunteering, and provide pro bono assistance to those in need.

The order to investigate the possibility of establishing an annual state award for human rights and charitable activities was given by the president in 2013 following a meeting with the HRC. The presidential council submitted its proposals to the government, and in 2014 the draft decree on the establishment of the award passed the public debate stage. The prize was to have been awarded for the first time in 2015, but it was delayed due to documentation and fundraising issues.
