Duma to prepare amendments to the law on public scrutiny

Before preparing amendments, deputies will study the enforcement of existing legislation on public scrutiny.
The Duma Committee on the Development of Civil Society, Public Associations and Religious Organisations will present amendments to the law On the basis of Public Scrutiny, reports Kommersant. Deputies propose providing additional protection for public watchdogs and expanding the scope of public scrutiny. According to the deputy head of the Duma Committee Natalia Kostenko, deputies will consider several options for involving non-profit organisations in public scrutiny.
According to the chairman of the Presidential Council on the Development of Civil Society and Human Rights (HRC) Mikhail Fedotov, it is necessary to introduce criminal liability for the wilful obstruction of public scrutiny. He emphasises that corresponding articles should appear in both the Code on Administrative Offences and the Criminal Code.
The HRC has previously made suggestions for improving public scrutiny. Human rights defenders have introduced a bill establishing a link between the law on public scrutiny and the constitution. It is intended to give citizens the right to participate in public scrutiny in accordance with the article of the constitution on the participation of citizens in managing the affairs of the state. In addition, the Presidential Council has passed its recommendations to the Duma for legislation on improving public scrutiny in places of detention.
