Framework for NGO legislation ready shortly

A framework document for improvements to the legislation on NGOs will be produced within two weeks
A joint working group of the presidential council on the development of civil society and human rights and of the ministry of justice is ready to present the framework document to the president within two weeks, according to Kommersant (a newspaper).
Previously the working group had discussed the possibility of establishing a three tier system of legislation concerning NGOs. Specialists think that the current legislation conflicts with the new civil code of the Russian Federation.
The public chamber is currently looking at improvements to the legislation on NGOs. Under discussion is the idea of identifying a narrow group of socially oriented NGOs which meet defined criteria, are ready to take on additional responsibilities and would be entitled to additional benefits.
