205 social NGOs have won grants from the Moscow
council, amounting to a total of 200m roubles, double the amount allocated last
year. 448 NGOs applied for grants and 377 of the applications were accepted.
What was new this year is that the decisions on granting funds were not taken
by members of the local government, but by civil society – the first case in
the country where this has been done. An independent committee of experts, consisting
of 70 members, assessed the projects and submitted their ratings and suggested
size of each grant. The chairman of the committee, Vladimir Yakimets, a member
of staff at the Institute for Systems Analysis of the Academy of Sciences, said
that each bid was assessed by three experts for four criteria – effectiveness,
validity, realism, and topicality. The assessments were done on-line. In the
four categories provided, the largest number of bids were for “charity and care”
(116 bids); the smallest number were for “ecology” (11); the highest rating was
97.3, the lowest – 7. Elena Topoleva, Director of ASI, who was a member of the
