An official representative of people forcibly displaced from the Nagorno-Karabakh region submitted an appeal to the office of Armenia’s Human Rights Ombudsman for support in connection with the non-payment of a year’s worth of their pensions. This was reported by the Ombudsman’s office.
According to the office, following the forced displacement, those affected settled in one of the regions of Armenia, and in the same year applied to the territorial division of the Armenian Ministry of Labour and Social Affairs’ Unified Social Service (USS) in order to obtain their pension payments. However, due to health issues they soon left to go abroad, and so were unable to receive the payments due to them. On returning to the country, they once again approached the USS with an application to receive the outstanding amount, but were told that a repeated request was unnecessary as their data were already in the system. It later transpired that the funds had never been deposited into their bank accounts.
The citizens sent a written appeal to the Ministry of Labour and Social Affairs who informed them that their pensions could only be awarded from the date of application as the deadline for submissions had already passed.
The Ombudsman referred the matter to the relevant State body. Thanks to the effective cooperation between the Human Rights Ombudsman and the Ministry, the issue was resolved. After a further review of the situation, the unpaid pensions were reimbursed to the internally displaced persons.
