Public Chamber opens hotline for disabled university applicants

The Federation’s Public Chamber opens a hotline for disabled university applicants

02.07.2018

Public Chamber experts are making themselves available to answer questions from disabled people related to university admissions.

A hotline for university applicants with Health Impact Assessments was launched in the Public Chamber on 29 June. Disabled applicants will now be able to report irregularities in university admission documentation and tests, failures to provide them with the benefits to which they’re entitled on admission, as well as other infringements of their right to education. All statements and complaints will be reviewed by representatives from the Federation’s Ministry of Education and Science.

There is currently a 10% university admissions’ quota for disabled students where places are State-funded. From this year, special needs applicants will have the right to apply directly to five universities. According to the Public Chamber’s Press Office, there have been instances where educational institutions’ administrations have not taken disabled people’s rights and health conditions into account in the admissions process, thereby effectively denying them their right to apply. Indeed, not all university buildings actually have the facilities to cater for disabled students and so provide the basic level of accessibility to education.

As well as monitoring infringements to disabled people’s rights, experts manning the hotline will offer practical assistance to applicants to protect their interests, as well as making systemic decisions on problems faced by disabled students.

The hotline number is: 7 (800) 737-77-66 and is available Monday-Thursdays (09.00-18.00 Moscow time) and Fridays (09.00-16.45). Calls from Russia are free of charge. Queries can also be submitted by e-mail to: hotline@oprf.ru
