Russian President, Vladimir Putin, orders the creation of a working group on NGOs

49 people are to join a working group being established to develop proposals for further regulation of activities undertaken by socially orientated NGOs, and will include Government officials and public figures. The group’s remit will be to develop proposals to regulate the work of socially orientated and other NGOs established to promote and achieve socially useful objectives and will be published on the official legal information portal.

Putin’s desire to set up this group has already been announced by Vyacheslav Volodin, First Deputy Head of the President’s Executive Office, who will also sit on the working group. Other members include: Mikhail Fedotov (Chair of the Presidential Council on Civil Society and Human Rights), Ella Pamfilova (Human Rights Commissioner), Alexander Brechalov (Secretary of the Federation’s Civic Chamber), Elena Topoleva (Civic Chamber member), Elizaveta Glinka (Executive Director of the “Fair Aid” charity), Mikhail Mishustin (Head of the Federal Tax Service), Maxim Topilin (Federation Minister of Labour and Social Protection), Senator Andrey Klishas, Deputy Yaroslav Nilov, as well as a number of regional leaders.

Following a meeting between human rights activists and Volodin it was announced that the working group would have a number of objectives, including regional development of the NGO sector and issues related to Government support for regional NGOs, the creation of conditions for the transfer of a number of Government functions to NGOs, as well as discussions on possible changes to NGO legislation.
