Recommendations to officials concerning
support for socially oriented NGOs have been published

At
the behest of the federal ministry for economic development, the Higher School
of Economics has formulated guidelines addressed to the national authorities
and the autonomous local authorities relating to the methodologies for putting
mechanisms for supporting socially oriented NGOs in place. They cover questions
of financial and fiscal support as well as information and property matters;
also the involvement of such organisations in examining regulations and the
conduct of public hearings. The guidelines are accompanied by draft
regulations. The documents may be seen on the ministry’s site (see section
headed — ‘Socially Oriented NGOs).
