Russia: proposals for a new volunteering development strategy

Russian regions have made proposals of ideas to be included in a new strategy for the development of volunteering up until 2030

Dobro.rf has completed its analysis of proposals for a new volunteering development strategy.

 

As part of a Dobro.rf initiative, more than 2,600 activists, CSO representatives, resource centres and Government agencies from 70 Russian regions have come up with over 1,100 detailed proposals.

 

The new strategy is intended to be a tool for achieving the national goal of involving 45% of young people in volunteer and community activities. The current version is valid until the end of 2025, with a new one being developed for the next five years.

 

The proposals cover a variety of different areas, ranging from regulatory frameworks and infrastructure issues to international cooperation and media promotion.

 

“We have carried out extensive work to gather ideas from all the regions of the country. The views of volunteers, CSOs, businesses and Government agencies have helped us formulate proposals that reflect the needs of the volunteer movement and the non-profit sector. Key recommendations have already been submitted to the Ministry of Economic Development in order to inform the preparation of the new strategy”, said Artem Metelev, Chair of the State Duma Committee on Youth Policy and head of Dobro.rf.

 

Dobro.rf has highlighted the following proposals:

 

  • The introduction of a nationwide system of mentoring and internship in CSOs for students;
  • The creation of a single digital platform for the exchange of best practice between non-profit organisations;
  • Developing an effective algorithm for mobilising volunteers in an emergency;
  • Introducing a system of benefits and incentives for volunteers in the regions;
  • Including themes of charity and volunteering in popular television series, films and even computer games.

 

Particular attention was given to the development of corporate volunteering, with a proposal to create a national standards and rating system for socially responsible employers. Ideas were also put forward for special programmes for civil servants and family-oriented activities.

 

The updated strategy and implementation plan were expected to be approved by the end of 2025.
