Ukraine: launch of winter payment programme

The Winter 1,000 programme has been launched to help all Ukrainians prepare for winter. The 1,000 hryvnia can be spent on essentials such as groceries, medicines, or as a donation to the Ukrainian Armed Forces.
Who can benefit from the aid?
Those who are 18 years or older and living in areas under Ukrainian control will be able to apply to Diia on behalf of themselves or their children, with no queues or paperwork required.
People can apply via the Diia app until 24 December, with the funds to be used before 30 June 2026. Those without access to the app can contact their local Ukrposhta branch.
How to apply
- Under the Service section, select Winter Support and click Start;
- Indicate whether payment is for yourself or your child. If it is for your child, their birth certificate will automatically be displayed in the Diia If not, click Add Certificate;
- Next, select the national cashback card for the depositing of funds, check the details, tick the box “I am in Ukraine” and submit your application.

This initiative was developed by the Ukrainian Ministry for Social Policy, with support from Ukrposhta, the technical information systems administrator, private individuals, a clearing bank, and authorised banks.
