The UN Convention on the Rights of Persons with Disabilities comes into force in Russia on 25 October

The official paperwork to ensure Russia’s participation in the Convention has been completed. Alexei Vovchenko, Vice Minister for Foreign Affairs, handed over the ratification certificate to UN Secretary-General Ban-Ki Moon during the 67th session of the UN General Assembly. According to the press centre of the Ministry of Employment and Social Security, 30 days after handing over the ratification certificate, the provisions of the Convention will become obligatory for Russia.

As a participant of the Convention, Russia will be regularly submitting national reports on the implementation of the international agreement to the Disability Rights Committee. The work is going to be conducted under the umbrella of the Ministry of Employment and Social Security.

The Convention is aimed at protecting the rights of the disabled, putting an end to discrimination on grounds of disability, and integration of the disabled into society.

The Convention was approved by the UN General Assembly on 13 December 2006. This was the first complex international legislation ensuring disabled people’s rights in all the main aspects of life, and establishing the responsibility of the participating countries to protect the disabled, to participate in their rehabilitation and social inclusion. The Convention is based on the principles and norms of the Universal Declaration of Human Rights and the International Covenant on Civil and Political Rights, as well as on the provisions of the International Convention onthe  Elimination of all forms of Racial Discrimination, the  Convention on the Elimination of all forms of Discrimination Against Women, the Convention Against Torture and Other Forms of Cruel, Inhuman or Degrading Treatment or Punishment, the Convention on Children’s Rights and the International Convention on the Protection of the Rights of all Migrant Workers and Members of Their Families, and other human rights international legislation.  

The Convention was available for ratification on 30 March 2007 and came into force on 3 May 2008, after being ratified by over 50 countries.
