“We have approved a comprehensive legislative package, including a law on universal health insurance and other related draft legislation. In fact, the drafts have already been sent to the National Assembly”, said Health Minister Anahit Avanesyan at a recent Government meeting.
Prime Minister Nikol Pashinyan said that the possibility of introducing the system a little later than 1 January had been discussed, but that he was against such a delay.
“Obviously, there are concerns about how the system will work, but our experience shows that every reform has its challenges and that we shouldn’t expect everything to run smoothly from day one – life’s just not like that”, he said.
Pashinyan stressed that the insurance wasn’t comprehensive and would not cover all potential healthcare costs.
“This is a universal system but won’t cover everyone from 1 January as this is only the first stage of its introduction. Even those who qualify from the start of next year won’t receive full coverage for all medical services. Many won’t be fully covered for all medical services, with only partial support provided”, the Prime Minister explained.
