Kyrgyzstan’s President, Sadyr Zhaparov, has signed a law “On Amendments to a Number of Legislative Religious Acts of the Kyrgyz Republic”, which will prohibit women from wearing the niqab in public places. It has also been posted on his official website.

From now on, wearing clothes that do not allow people’s faces to be recognised will be banned in Kyrgyzstan. However, this will not apply to clothing required for certain work activities, or face coverings worn for medical reasons.

The law also prohibits the coercion of members of different faiths, religious agnostics or atheists to change their beliefs; conducting religious rituals in institutions such as nursing homes, prisons and military units, as well as distributing religious literature in educational establishments and public places, or going door-to-door.

A fine of 20,000 soms ($229) will be imposed for violations of the law.

The Kyrgyz Parliament adopted the law, as well as that “On Freedom of Religion and Religious Associations” on 26 December last year. The second piece of legislation states that those wishing to receive religious education abroad must confirm their departure date with the Kyrgyz State Commission for Religious Affairs and their religious organisation’s central governing body.
