Almost 30 billion roubles to be spent on rehabilitation for the disabled

The Russian Ministry of Labour and Social Welfare is working with organisations for the disabled on increasing the provision of technical rehabilitation equipment.

 

29.3 billion roubles are put aside in the 2018 federal budget to provide disabled people with rehabilitation equipment, the Minister of Labour and Social Welfare, Maxim Topilin, said. According to him, the Social Insurance Fund will operate these funds.

 

“A number of regions refuse to fulfil these obligations. It seems to me likely then that this mandate will be concentrated in the Social Insurance Fund, with the exception of, probably, Moscow, which became the first region to take upon itself the authority for this initiative”, the minister underlined.

 

Topilin also talked about progress in fulfilling the President’s commission regarding the provision of the necessary technical means for rehabilitation: “We, together with All-Russian societies for disabled people, are working on the President’s commission regarding increasing the amount of rehabilitation equipment available. According to our evaluations, the amount of funds needed in the long-term could be up to 900 million roubles.

 

The instructions regarding rehabilitation equipment for people with disabilities were given by the President in August 2017 as the result of a meeting in Karelia with representatives from the civil sector and social entrepreneurs.
